A bill to be entitled An act providing for the auditing and payment of properly authenticated claims. (House of Representatives, No. 342) (Richmond, 1865). Lieutenant General E. Kirby Smith, commander of the Trans-Mississippi Military Department, authorized the purchase of cotton for the use of the Confederate States. All claims for cotton sold would be "examined and audited the proper accounting officer of the Trans-Mississippi Department for verification and appropriate compensation if proven valid.
