Documents No. 1 and 16, Called Session, 1864, Message of the Governor of Virginia, and accompanying documents. Richmond: William F. Ritchie, Public Printer, 1864, Twenty-two pages. By December of 1864, Virginia had long been suffering from the ravages left by intense fighting within her borders. Governor William Smith used this speech to present an optimistic view of the war and to encourage the people of Virginia to continue to support the Confederacy. States' rights are also stressed in the document. The second document, No. 16, contains corrections in the message brought about by the Auditor's report.
