The 1884 ceremony in which Washington Monument project superintendant P.H. McLaughlin places the top on the capstones as James Hogan, the rigger, releases an American flag. Lewis O'Brien, who is holding a rope in the right-hand side of the drawing, is identified by Harpers' editors as "colored."
