This painting depicts Captain William S. Sims, a highly decorated naval officer and author. Sims had two stints as the President of Naval War College, served as Commander-in-Chief of American Naval Forces in Europe during World War I, rose to the rank of Admiral, and won a Pulitzer Prize for his memoirs, The Victory at Sea.
