Three page document in which General/ Governor Bonham refuses President Jefferson Davis' call for troops. Dated February 10, 1863. Addressed to President Davis. Justifies his position by pointing to the South Carolina Legislature's decision in December of 1862 not to permit troops to be held in service after their three month terms had expired. This position is directly against the position held by Davis and the Confederate Government that volunteers were going to be held in the army until the end of the war. Bonham's's men held the center of the line at Bull Run (First Manassas).
