Letter of the Secretary of War, December 13, 1864. Requesting that the amount required to pay for horses of volunteers be increased to four millions of dollars. Richmond, 1864. This is an increase in funding the amount of money devoted to replacing horses killed in action. This funding is a doubling from an earlier request from General Lee of two million dollars.
