Thomas Griggs, Jefferson County's jailor, was one of several "agents" who collected local slaves and sold them to the cotton plantations in the Deep South. Because Virginia law failed to reorganize slave marriages, slaveowners often separated members of African-American families during estate sales, in economic hard times, or for financial profit.
