Message of the President, Richmond dated 1863. President Davis explains his reasons for signing a bill allowing eighteen-year-olds to join the military. He also offers clarifying remarks on the bill, including the fact that enacting it would not nullify the previous enrollment of minors aged eighteen to twenty.
