Vignette of Congressman Thaddeus Stephens (1792-1868), leader of the Radical Republicans in Congress following the war and critic of Andrew Johnson's Reconstruction policies. Important founder of the Republican Party in Pennsylvania. Chairman of the Ways and Means Committee after 1861 and advanced the theory of greenbacks for the prosecution of the war, also urged the use of tariffs to fund the war as well. During the war he opposed the draft exemptions for the rich. Nicknamed "The Commoner", Stephens showed his solidarity with the black cause by arranging his burial in a black cemetery.
